What is the HATANA WIHUGURE programme?
BRD launched Hatana Wihugure with the African Management Institute in 2025. It is a four-month programme designed to unlock growth, strengthen governance and prepare Rwandan SMEs to access affordable financing.
The programme strengthens strategic planning, operational efficiency, talent management, financial structuring and access to finance.

Peer learning, interactive sessions and access-to-finance preparation.
The four-month programme is fully sponsored for selected SMEs.
Hatana-ERF2
Access to Finance for Recovery and Resilience
Hatana-ERF2 is the BRD component of the Access to Finance for Recovery and Resilience project. It provides affordable long-term financing for commercially viable projects in manufacturing value chains.
The wider AFIRR project supports the Government of Rwanda's Economic Recovery Fund.
The total AFIRR project funding is USD 257.50 million and implementation is led by BRD and BDF.
Hatana-ERF2 supports business recovery, resumed operations and employment protection following the COVID-19 pandemic.

Finance can support fixed assets, operating expenditure needed to build scale and working capital for qualifying investments.
Construction materials and related value chains.
Agro-processing and related value chains.
Textiles, light manufacturing and related value chains.
Affordable housing using Made in Rwanda components.
Working capital window
Working capital window - FRW 10 billion
This window is open to all sectors and supports employee costs, operating and fixed costs, and the restart of production or operations after the pandemic-related economic slowdown.
Eligible businesses must have recorded a sales reduction of at least 20% in the latest 12 months compared with the pre-COVID-19 period.
The maximum lending amount is FRW 300 million.
Financing terms vary by BRD, microfinance institution or commercial-bank channel, as published by the programme.
BDF guarantee coverage ranges from 50% to 75% at BDF's discretion.
Wihugure eligibility
Hatana Wihugure eligibility criteria
Registered in Rwanda, with at least 50% local ownership and 75% private ownership.
Operating for at least three years with at least five permanent employees.
Annual turnover within the stated small or medium enterprise bands.
Not funded by Hatana or enrolled in AMI capacity building during the preceding 24 months.
